The department stated that the promised flight schedules to customers do not reflect the actual departure and arrival times and constitute unfair and deceptive business practices, as the Airlines misled customers to gain more Business. The USA defines 'long-term delayed flights' as those delayed more than 30 minutes at least 10 times a month, constituting over 50% of the flight schedule.
